Tamaki is a bit surprised when the girl actually picks up the fries and tries to keep eating them. The only reason he can think of for that is that she's poor, and at some point, he probably would have felt bad in that case. But years of being dead, and years of being hungry, have warped him.

Why should she get to eat when he doesn't?

He floats now, charging straight through her body. Though he can't touch her directly, she'll feel a sudden cold spot - perhaps cold enough to chill her fries.
