Strange has already started to move away from the group when 9S gets a donkey head to the nads. Still, he can't help but wince in sympathy as he hears that clunk. Unlike Rita, he has no idea how robot junk works so he's just assuming that poor 9S might have a little bit of trouble walking for the next few minutes.

Now that he's a good few feet away, Strange folds up his untied ascot, places a hand on top of it, and starts muttering the spell to freeze the thing.

And because Strange can't do anything in a subtle fashion, everybody (Lambert, Rita, bicorn woman, and 9S and Butcher if they're still hanging around) starts to feel the cold as it radiates from where he's standing. Just ignore the fact that there's frost starting to spread from the bottom of his feet.
