So he moves into the spin as he's told, letting his weight fall forward as he takes her by the waist, then shifting it back so he can use the momentum to drive her up instead. He won't actually throw her up (though that would be easier than holding -- catch and release!) but congratulations, Scout now has an excellent view of the dance floor!
