Strange, to his credit, does look a bit apologetic at the fact that he's essentially shoved a new system of governance and rule making on poor Childermass's head. Unsurprisingly, he didn't think his plans through.
"This is England though, I'm certain they'll come up with some needless rules and silly plans eventually." Regulating a new and terrifying system of magic isn't 'silly', but Strange obviously has a different opinion than most about the state of magic. "I can only hope that whatever they come up with doesn't quash the spirit of magic and the desires of the magicians themselves."
