If you want to have him bump into Lambert, you can. There aren't any techs in there at the moment. Lambert is in a cell connected to the main examination room, divided off by some kind of magic force field.

There is the Delta area, which is where the Deltas hang out, as described in the plot post. He can easily see that area.
