Most of them don't seem eager to break the rules and incur the wrath of a powerful fae, especially from what they know of what the fae could do in Portland (information Tamaki mostly has secondhand). It would take someone with a goal in mind, a strong conviction, more courage than fear, and/or some stupidity to break the rules.
